No. The Medals and Chairs that each player has in possession will be considered private information, even at the conclusion of the game.
No. All transfers are considered to take place at the exact same time: at the conclusion of the phase. Thus, you cannot change your transfer decisions based on what items you do or do not receive. In general, conditional transfers are not allowed.
The exception for conditionals is for advance decisions. While we would prefer not to have complicated advance decisions, you can use conditionals to make informed decisions in future phases while absent. For example, "Since I will be away next phase, if I receive a Chair from Alydar this phase, I will give a Medal to Tenerani next phase" would be an acceptable advance decision, since you would know what items you received this phase by the start of the next phase.

Clarification: A Chair which is Removed by the Remover is still a Chair that exists in the game. Players can still hold onto and transfer Removed Chairs, but these Chairs are invalid for sitting. This makes little to no difference in terms of gameplay, but we thought we should clarify this regardless. The only time that a Chair fully disappears from the game is if it is confiscated by the LGT because a Player is eliminated through inactivity. For example, Chair #12 was held by cozzer until the conclusion of Seating Phase 2, at which point it was confiscated by the LGT and no longer in-game.
Similarly, the Medals of a Gaya still exist, even if they cannot be cashed in for money. The only Medals which are no longer in-game are those confiscated by the LGT (i.e. the 12 Medals(cozzer) that cozzer had).
