When you win a bid on someone, you attach to that person. Attaching may form chains. The chains are the Pools. When you bid in the round after, you don't attach to another Pool and another Pool does not attach to you. All attaching is individually.
It may be easier to think of the Pool strictly as a limit on who you can and cannot bid on for the current round; you are never bidding on another Pool. After the round is over and the Dealer calculates who is bidding where, the Pools of the last round have no further meaning and cease to exist. Once Bidtder-Targets are assigned, players detach from each other before being assigned to new Pools.
Your list is ordered by priority, includes a number of players based on the largest Pool's size, and your personal results of the previous round. So if you need to submit multiple players, such as three, it would look like...
1st) Bid x on Alice 2nd) Bid y on Bob 3rd) Bid z on Charlie
Note that the yen for x, y, and z can be the same or different.
To execute a player's decision, the Dealer starts at the bid given highest priority and checks if that bid is eligible (that is, they're not in the same pool). If eligible, the Bidder-Target link is established and the Dealer discards the rest of the list. Otherwise, the Dealer continues until the link can be established. In the prior example, if the Bidder can target 1st-Alice, the Dealer does not look at the 2nd-Bob and 3rd-Charlie.

No. In addition to losing one point from an instance of inactivity, the inactive Target will fail to receive any money for being a Target and will simply be informed that his/her earnings were confiscated due to inactivity. Note that inactive Targets will still be notified if they ware Targets and that they can still form Pools.
If a player is removed for inactivity, his/her money for this game will be confiscated.

Yes. Players will learn of their personalized results of the tenth round and the resulting Pools as usual after the tenth round. The Buying Period will then be open.
No. The only accepted rate will be 0.9 points for 100m yen during the Buying Period.
